The use of ICT (Information and Communication Technology) in schools today, it is inevitable due to the progress of time than that required schools to innovate, also due to a big responsibility towards the community. Responsibilities include, helping to prepare students to be members of the public who have the academic ability and professional who can apply, develop and create the science, technology and art as well as develop and disseminate science, technology and art as well as usage seeking to improve people's lives and enrich the national culture (Lubis, 2004: 2). All of these responsibilities will not be able to run smoothly when the school turned a blind eye to the use of ICT.

But the condition is frequently under the spotlight Schools and sharp criticism and was labeled as a boring, irrelevant. Schools are considered arrogant, ignoring the ability of students in learning (Ross, 1999:86). Much criticism because of the teaching strategies that do not match, that does not use the tool as well as creative teaching and learning resources. School is too dominated by the lecture method in which the teacher as the primary source of knowledge. Less optimal use of ICT in learning affects the learning process is less interesting, just because of the tyranny of numbers forced the students in the classroom.

To be able to produce graduates with the best competencies, schools need to make continuous improvements to facilities owned learning. One form of learning facilities that can contribute to the quality ability, skill and motivation in students is the availability and utilization of instructional media. Because according to Daryanto (2005:51), availability of instructional media is lacking and inadequate would impede the process of learning and teaching which will certainly affect the motivation to learn would be reduced.

The existence of schools in the whole life of the nation, has a huge role is to produce graduates qualified intellectually and professionally, producing science and technology and participate in solving national problems, community, nation, and humanitarian issues (Soedijarto, 2008: 220)

School is an important educational institution after the family that helps families who gave their children to school for the students (Djumransjah, 2006:146), in order to become an educated human figure, regardless of background of students who engage in it. School into an organization that is designed to be able to contribute in improving the quality of life. In this case the school should be managed and empowered to be able to create and process the students that will ultimately produce qualified human resources.

The public view of school quality, superior or school champion, is very varied. Most of the people, not many know what is meant by the term. Generally, the community defines quality schools, a school that graduates smart, good value, the indicator is a lot of graduates are accepted at prestigious universities in the country.

Other characteristics, school quality, award-winning, championship is as much demand for this in the media tunjang with a school website. That is, the number who enrolled at the school far more than the acceptable amount. From this view, means that an increasing number of graduates accepted to prestigious universities and an increasing number of applicants who want to get into the school, it is increasingly showing the benefits of the school.

With certainty, there is no definitive limit on school quality, because the concept was its tentative, conditional, bound by time and place, according to the trend of what was to be the needs of the community, and depending on the condition of school comparison.

Therefore, any definition that is made public about school quality, superior, champion, is legitimate. In fact, within certain limits need to be considered and accommodated. But, for the managers of education, the concept of quality schools need to be formulated in a more operational, so that the indicators can be seen clearly even be measured.

More contextual and operational in accordance with the challenges and needs of today's society, good schools can mean a graduate school that can give birth to an independent, which can create jobs, not job seekers who contributes the added number of educated unemployment and underemployment.

Thus, indicators of quality and excellence, in addition to views of how big and how much the readiness of graduates to follow a higher education level, can also be measured by the increasing number of those who live independently, because the ability of entrepreneurial skills and the power of insight.
